There can be only one Red Cross or one Red Crescent Society in any one country. It must be open to all. It must carry on its humanitarian work throughout its territory.

Example: The recruitment of a Red Cross Society for workers and volunteers must be open to all, with no discrimination of race, gender and religious beliefs. The humanitarian relief work should also be carried throughout the entire country. The Macau Red Cross is a branch of the Red Cross Society of China. Therefore, when attending an international conference, the Macau Red Cross is only a representative of the Red Cross Society of China.
