It endeavors to relieve the suffering of individuals, being guided solely
by their needs, and to give priority to the most urgent cases of distress.

among the wounded are foreigners and local citizens, missionaries
and monks. Based on the Impartiality principle, as a priority,
the Red Cross personnel needs to alleviate those who are in most serious
condition, without considering the nationality, race and religious
